The Hainan Visa-free policy for tourists coming from 59 countries to Hainan has come into effect on May 1, 2018.
The visa-free policy applies to the countries as follows:
Russia, Britain, France, Germany, Norway, Ukraine, Italy, Austria, Finland, Netherlands, Denmark, Switzerland, Sweden, Spain, Belgium, Czech Republic, Estonia, Greece, Hungary, Iceland, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, Slovakia, Slovenia, Ireland, Cyprus, Bulgaria, Romania, Serbia, Croatia, Bosnia and Herzegovina, Montenegro, Macedonia, Albania, the United States, Canada, Brazil, Mexico, Argentina, Chile, Australia, New Zealand, South Korea, Japan, Singapore, Malaysia, Thailand, Kazakhstan, Philippines, Indonesia, Brunei, UAE, Qatar, Monaco, Belarus.
The tourists coming from the above-mentioned countries to Hainan, China, with ordinary passports shall be organized and received by the travel agencies set up in Hainan, which will inform the local public security organs and the border inspection authorities of the ID information and travel schedules of the free-visa tourists 24 hours before they enter Hainan through the opening ports without visa and such tourists can stay in the jurisdiction of Hainan for no more than 30 days.
Tax Rebate Policy for Overseas Tourists Who Exit from China
According to the tax rebate policy carried out for overseas tourists in Hainan, the tax paid for any goods bought by any overseas tourists in specified tax rebate shops shall be rebated to some extent at the time of exit from China.
The policy applies to any overseas tourist (foreigner or compatriot from Hong Kong, Macao and Taiwan who has been living continuously in China for no more than 183 days) , provided that he or she has bought the goods in a specified tax rebate shop at a value equal to the criteria for tax rebate, and has obtained tax rebate application form and other tax rebate documents according to regulations; he or she is going through the departure formalities at the port of departure and the goods to be rebated are not opened or used before departure; the date of departure is not beyond 90 days after the tax refundable goods are bought; the tax refundable goods are carried by the overseas tourist himself or herself at the time of exit; the purchased tax refundable goods are verified by the customs, which has sealed on the tax rebate application form for overseas travelers exiting from China.
At present, the minimum value of the goods bought by overseas tourists to be assessed for tax rebate at the time of departure is tentatively set at RMB 800, and the rebate rate is 11% for all goods. Specified tax rebate shops for overseas travelers in Haikou: Haikou Seaview International Plaza and Hainan Shengsheng International Shopping Center.
